Résumé

This thesis proposes a socio-geo-historical perspective on the current transformations of a leading agency in territory planning policies, the “Sociétés d'Aménagement Régional” (SAR), through case study analysis of a company called “Compagnie d'Aménagement des Coteaux de Gascogne” (CACG). These SAR are emblematic of the political project that aims to modernise French rurality. They are faced with the need for transformation, like spatial planning as a whole in the face of the polarisation of the social and political field caused by environmental and climatic problems. This work analyses the way in which an emblematic French territory planning agency identifies, experiments and deals with obstacles in the formalisation of a new role and a new way of proceeding in the management of water and the development of rural territories.In order to understand and signify this imperative transformation, as well as review its initial intentions, this work analyses the interdependencies between the production of knowledge, the incarnation and distribution of power, and the ways of governing space and its resources. These interdependencies, which we study by combining an approach in environmental geography and through the field of "Science, Technology and Society" (STS), are highlighted via three levels of analysis. The first concerns the waves of modernisation, understood as the informal deployment of certain forms of knowledge, political exercise and representation of space and its resources. In short, they are a resonance of society. The second concerns the re-transcription of these waves through the formalisation of a territory planning contract, which we understand as the negotiation by the political-administrative apparatus of a way of governing space and its resources. Finally, our third level of analysis concerns the organisation of the CACG. We then show the extent to which this structure and its ways of proceeding result from the arrangements of the different waves of modernisation and territory planning contracts into which it is inserted. Our analysis therefore reveals a misalignment between the wave of reflexive modernisation, the territory planning contract and the arrangement of the role of the CACG, which leads to the structuring and occurrence of conflicts. The maintenance of the paradigm of the abundance of water and its ways of proceeding in spite of the rise in legitimacy of environmental problems and the new underlying social and political considerations shows us that the CACG, like the techno administration, has not been reflexive in the face of the conflictual nature of the development of this resource. Based on this postulate, our thesis analyses the efforts of the CACG to reconfigure its role and ways of proceeding in water management and development of rural territories. From the level of the organisation to that of its experiments, the arrangement of this process in terms of knowledge, powers and considerations regarding the new practices to be developed tells us a lot about the obstacles of this type of structure in transforming itself, in order to put the social, political and territorial question at the centre of its role as a SAR. Indeed, the CACG's effort to internalise the contextual transformations of territory planning shows an understanding, with the help of the social sciences, of the new considerations specific to planning in times of ecological modernity. Nevertheless, the initial goals had to be revised. The professional interlocks within the organisation, as well as the political interlocks specific to the current considerations of techno administration in terms of water management and the development of rural territories have forced the CACG to revise its desire to become the “Entreprise des Territoires”, that is, to reconsider its objective of reconfiguring its role as an agent and actor.
Cette thèse propose de mettre en perspective par une socio-géo-histoire les transformations actuelles d’un outil phare des politiques d’aménagement du territoire, les Sociétés d’Aménagement Régional (SAR) au travers du cas d’une de ces sociétés, la Compagnie d’Aménagement des Coteaux de Gascogne (CACG). Ces SAR sont emblématiques du projet politique de modernisation de la ruralité française. Elles se retrouvent, comme l’aménagement du territoire dans son ensemble, face à la polarisation du champ social et politique causé par la problématique environnementale et climatique, dans un impératif de transformation. Notre travail analyse la manière dont une structure emblématique de l’aménagement à la française ambitionne, expérimente et se retrouve bloquée quant à formaliser un nouveau rôle et de nouvelle façon de faire dans la gestion de l’eau et le développement des territoires ruraux. Pour comprendre et signifier cet impératif de transformation et la révision de l’ambition initiale de l’organisation, ce travail analyse les phénomènes de coproduction entre la production de savoir, l’incarnation et la répartition des pouvoirs, ainsi que les façons de gouverner l’espace et ses ressources. Ces interdépendances, que nous étudions en alliant une approche de géographie environnementale et de STS (« Sciences, Techniques et Société »), nous les mettons en exergue en articulant trois niveaux d’analyse. Le premier est celui des vagues de modernisation appréhendées comme le déploiement informel de certaines formes de savoirs, d’exercice politique et de représentation de l’espace et de ses ressources. Elles sont en somme une résonnance de la société. Le second porte sur la retranscription de ces vagues à travers la formalisation d’un contrat aménagiste, que nous entendons comme la négociation par l’appareil politico-administratif d’une façon de gouverner l’espace et ses ressources. Enfin, notre troisième niveau d’étude est celui de l’organisation de la CACG. Nous montrons alors dans quelle mesure cette structure et ses façons de faire résultent des agencements des différentes vagues de modernisation et contrats aménagistes dans lesquels elle était insérée. Dès lors, notre analyse révèle un désalignement entre vague de modernisation réflexive, contrat aménagiste et agencement du rôle de la CACG qui conduit à la structuration et l’occurrence de conflits. Le maintien du paradigme de l’abondance de l’eau et de ses façons de faire malgré la montée en légitimité des problématiques environnementales et des nouvelles considérations sociales et politiques sous-jacentes montre que la CACG comme la technoadministration n’ont pas été réflexifs face à la conflictualité des aménagements de cette ressource. De ce postulat, notre thèse analyse l’ambition de la CACG de reconfigurer son rôle et ses façons de faire dans la gestion de l’eau et le développement des territoires ruraux. Du niveau de l’organisation à celui de ses expérimentations, l’agencement de ce processus sur le plan des savoirs, des pouvoirs et des considérations quant aux nouvelles pratiques à développer en disent beaucoup sur les freins relatifs à ce type de structure quant à se transformer, afin de mettre la question sociale, politique, et territoriale au centre de son rôle de SAR. En effet, l’effort de la CACG d’internaliser les transformations contextuelles de l’aménagement du territoire montre une compréhension à l’aide du recours aux sciences sociales des nouvelles considérations propres à l’aménagement en temps de modernité écologique. Néanmoins, l’ambition initiale a dû être révisée. Les verrouillages professionnels internes à l’organisation, comme les verrouillages politiques propres aux considérations actuelles de la technoadministration en matière de gestion de l’eau et de développement des territoires ruraux ont contraint la CACG à réviser son souhait de devenir « l’Entreprise des Territoires », c’est-à-dire à revenir sur son objectif de reconfigurer son rôle d’agent et d’acteur.
