Questionner les échelles d’organisation supracommunale des espaces ruraux : un éclairage par les débats associés aux projets de méthaniseurs

Abstract : The intercommunalities resulting from the NOTRe law isolate rural communes in groups that seem too big. An analysis of the debates on seven methanizer projects in the Nouvelle-Aquitaine region shows that the communal framework allows a debate on the fairness of projects and the legitimacy of project leaders, opponents and elected representatives. But the spatialities of the equipment, the participating farmers, and networks of rural sociability, go beyond the restricted perimeters of the current communes. Increasing the size of municipalities, through mergers or associations chaired by an elected representative by universal suffrage, would adjust the size of the basic entities of rural public life to correspond more to the size of their counterparts in the European Union. This expansion could restore power and political readability to mayors.
